THIS WILL PROVIDE SPAWNING AND REARING HABITAT TO AN ESTIMATED 14 MILLION ADULT ALEWIFE. MDMR SEEKS TO MODERNIZE FISH PASSAGE AT WOODLAND DAM A PRIVATELY OWNED CONGRESSIONALLY AUTHORIZED PROJECT EXEMPT FROM THE FEDERAL POWER ACT. BAILEYVILLE MAINE WHERE THE PROJECT IS LOCATED IS A CLIMATE AND ECONOMIC JUSTICE SCREENING TOOL DISADVANTAGED COMMUNITY.THE EXISTING 1960S ERA FISHWAY AT THIS SITE IS AT IMMINENT RISK OF FAILURE IS UNDERSIZED AND POORLY DESIGNED LIMITING FISH MIGRATIONS AND POSSIBLY PRECLUDING THEM IF IT FAILS. A NEW MODERN FISHWAY IS REQUIRED TO REALIZE THE RIVERS PRODUCTION AND ECOSYSTEM RESTORATION POTENTIAL. THIS PROJECT HAS THE POTENTIAL TO PRODUCE THE MOST SIGNIFICANT RIVER HERRING POPULATION IN THE UNITED STATES AND CANADA RETURNING TENS OF MILLIONS OF ADULTS ANNUALLY. THE ST. CROIX RIVER IS THE SIXTH LARGEST RIVER IN MAINE AND EXTENDS INTERNATIONALLY INTO NEW BRUNSWICK CANADA.THE PROJECT WILL SIGNIFICANTLY IMPROVE BOTH UPSTREAM AND DOWNSTREAM FISH PASSAGE FOR RESIDENT AND ANADROMOUS FISH. THIS PROJECT WOULD OPEN HABITATS THAT COULD ANNUALLY PRODUCE OVER 150000 AMERICAN SHAD MILLIONS OF AMERICAN EELS AND TENS OF THOUSANDS OF NATIVE SEA LAMPREY. THIS PROJECT REBUILDS PRODUCTIVE AND SUSTAINABLE FISHERIES CONTRIBUTES TO THE RECOVERY AND CONSERVATION OF THREATENED AND ENDANGERED SPECIES ENHANCES WATERSHED HEALTH AND PROMOTES RESILIENT ECOSYSTEMS AND COMMUNITIES AND IMPROVES ECONOMIC VITALITY IN THE POOREST AND MOST FISHERIES DEPENDENT COUNTY IN NEW ENGLAND INCLUDING THE PESKOTOMUKATI PASSAMAQUODDY PEOPLE.THE ASMFC FISHERY MANAGEMENT PLANS FOR AMERICAN EEL AND FOR AMERICAN SHAD AND RIVER HERRING (ALEWIFE AND BLUEBACK HERRING) IDENTIFY BARRIERS TO MIGRATION AS ONE OF THE HIGHEST PRIORITY THREATS TO THESE SPECIES. ALMOST ALL THE NATIVE FISH SPECIES PRESENT IN THE WATERSHED ARE LISTED AS SPECIES OF GREATEST CONSERVATION NEED IN MAINES STATE WILDLIFE ACTION PLAN. DOWNSTREAM SPECIES SUCH AS ATLANTIC AND SHORTNOSE STURGEON ARE LISTED AS THREATENED AND ENDANGERED UNDER THE ENDANGERED SPECIES ACT. RIVER HERRING ARE LISTED BY NOAA AS A SPECIES OF CONCERN AND USFWS CONSIDERS THEM AN AT RISK SPECIES AND THE FOCUS OF THE REGIONS DIADROMOUS FISH AT RISK SPECIES TEAM. SPECIES THAT BENEFIT FROM HEALTHY RUNS OF RIVER HERRING INCLUDE THE IMPORTANT ENDANGERED SPECIES ACT (ESA) LISTED ATLANTIC SALMON WHICH RELY ON LARGE NUMBERS OF RIVER HERRING TO BUFFER AGAINST PREDATION DURING MIGRATIONS. FURTHERMORE THERE IS EVIDENCE THAT DIADROMOUS SPECIES INCLUDING RIVER HERRING MAY SERVE AS A PREY SOURCE FOR MATURE OR MATURING ATLANTIC SALMON IN THE NEARSHORE ENVIRONMENT.FISH PASSAGE IMPROVEMENTS ARE VITAL FOR ACHIEVING PRODUCTIVE AND SUSTAINABLE FISHERIES AND THIS PROJECT HAS THE POTENTIAL TO CREATE THE LARGEST RIVER HERRING RUN IN NORTH AMERICA. MDMR IS WORKING TOWARDS A 2025 CONSTRUCTION DATE AT WOODLAND DAM AND NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION FISHERIES PROGRAM IS CURRENTLY THE LEAD FEDERAL ACTION AGENCY. PRINCIPLE PARTNERS INCLUDE THE PASSAMAQUODDY TRIBE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION (NOAA) FISHERIES PROGRAM U.S. FISH AND WILDLIFE SERVICE WOODLAND PULP LLC AND THE NATURE CONSERVANCY. THE DAM IS A LIABILITY VULNERABLE TO CLIMATE RELATED DISASTERS WITH POTENTIAL IMPACT TO RT. 191 HOMEOWNERS AROUND MEDDYBEMPS LAKE AND DMR STAFF THAT MUST OPERATE THE FAULTY DAM GATE. REMOVING THE DAM AND REPLACING IT WITH A NLF WATER CONTROL STRUCTURE WILL IMPROVE PUBLIC SAFETY CLIMATE RESILIENCE OF INFRASTRUCTURE AND DIRECTLY AND INDIRECTLY ASSIST IN THE RECOVERY OF NOAA ESA SPECIES AND NOAA SPECIES OF CONCERN. THE MEDDYBEMPS OUTLET SITES ARE OF PARTICULAR CULTURAL IMPORTANCE TO THE PASSAMAQUODDY PESKOTOMUHKATI TRIBES BECAUSE OF A CO LOCATED 8600 YEAR OLD ARCHEOLOGICAL SITE LINKED TO THE PASSAMAQUODDY TRIBE AND ALL WABANAKI PEOPLES. THE OUTLET SITES ARE ALSO A CRITICAL TOWN INFRASTRUCTURE AT THE CENTER OF MEDDYBEMPS AND A KEY WATER SOURCE.

IN 2022 THERE WERE 14 CONFIRMED AND SUSPECTED FATAL OVERDOSES OF NATIVE AMERICANS IN MAINE, A FATALITY RATE MORE THAN TWICE THAT OF OTHER RACIAL GROUPS. PENOBSCOT COUNTY, WHERE THE RESERVATION IS LOCATED, HAS SEEN OVERDOSE FATALITIES PER 100,000 NEARLY DOUBLE FROM 2019 (34.8) TO 2020 (62.0) (MAINE SHARED COMMUNITY HEALTH NEEDS ASSESSMENT (CHNA) 2022). WHILE THE PUBLIC INTEREST IN THE OPIOID CRISIS SEEMS TO HAVE DECREASED, THE NUMBER OF OPIOID FATALITIES AND OPIOID-RELATED EMERGENCY VISITS CONTINUE TO RISE. THE NATIONS PENOBSCOT NATION HEALTH DEPARTMENTS (PNHD) OPIOID TREATMENT PROGRAM (ALSO KNOWN AS THE SUBOXONE PROGRAM), HAS NEARLY 100 PATIENTS PARTICIPATING AND ARE ENROLLING NEW PATIENTS REGULARLY. THE STRATEGIES INCLUDE OFFERING BEST PRACTICES USED DURING THE CURRENT SAMSHA GRANT TO ADDRESS THE UNMET NEEDS OF DESCENDANTS NOT ON THE CENSUS AND THE SPOUSES/PARTNERS WHO HAVE LIVED WITH TRIBAL MEMBERS FOR SIX MONTHS OR LONGER. ADDRESSING THESE UNMET NEEDS WILL REDUCE THE TRIBAL MEMBER’S EXPOSURE TO SUBSTANCES, PARAPHERNALIA, AND THE USE OF ADDICTIVE SUBSTANCES. THE STRATEGIES ALSO INCLUDE OFFERING PROGRAM PARTICIPANTS ACCESS TO CULTURALLY SPECIFIC DETOXIFICATION AND RECOVERY FACILITIES IN, AND OUTSIDE, OF MAINE AND COVERING THE COSTS NOT PAID BY INSURANCE OR MAINE CARE. FINALLY, THE PROGRAM INCLUDES HIRING A FULL TIME PUBLIC DEFENDER TO REPRESENT PARTICIPANTS CHARGED IN THE TRIBAL COURT AND/OR THE STATE OR FEDERAL JUDICIAL SYSTEMS TO COORDINATE SERVICES, PROVIDE CULTURALLY SPECIFIC REPRESENTATION, AND REDUCE THE NUMBER OF FELONY CONVICTIONS. THE PROJECT WILL MINIMIZE PRE-TRIAL INCARCERATION, THE CONFINEMENT OF A PARTICIPANT IN JAIL FOR EXTENDED PERIODS WAITING FOR A PUBLIC DEFENDER TO ARRANGE BAIL OR BED TO BED TREATMENT. THE PROJECT GOALS AND MEASURABLE OBJECTIVES INCLUDE HELPING SEVENTY FIVE MEMBERS OF FEDERALLY RECOGNIZED TRIBES, THEIR SPOUSES/PARTNERS OF SIX MONTHS OR LONGER, AND DESCENDANTS OF NATIVE AMERICANS NOT ON THE CENSUS END INTERGENERATIONAL PATTERNS OF SUBSTANCE ABUSE, CRIMINAL BEHAVIOR, INCARCERATION, AND RELATED FAMILY AND COMMUNITY BREAKDOWN, BY EXPANDING ACCESS TO CULTURALLY SPECIFIC CARE, CASE MANAGEMENT, AND WRAPAROUND BRAIDED SERVICES. THE TRIBAL SEXUAL ASSAULT SERVICES PROGRAM (TSASP), WHICH IS AUTHORIZED BY 34 U.S.C. 12511(E), IS ONE OF FIVE GRANT PROGRAMS FUNDED WITHIN THE SEXUAL ASSAULT SERVICES PROGRAM (SASP). SASP WAS CREATED BY THE VIOLENCE AGAINST WOMEN AND DEPARTMENT OF JUSTICE REAUTHORIZATION ACT OF 2005 (VAWA 2005) AND IS THE FIRST FEDERAL FUNDING STREAM DEDICATED SOLELY TO THE PROVISION OF DIRECT INTERVENTION AND RELATED ASSISTANCE FOR VICTIMS OF SEXUAL ASSAULT. OVERALL, THE PURPOSE OF SASP IS TO PROVIDE INTERVENTION, ADVOCACY, ACCOMPANIMENT (E.G., ACCOMPANYING VICTIMS TO COURT, MEDICAL FACILITIES, POLICE DEPARTMENTS), SUPPORT SERVICES, AND RELATED ASSISTANCE FOR ADULT, YOUTH, AND CHILD VICTIMS OF SEXUAL ASSAULT, NON-OFFENDING FAMILY AND HOUSEHOLD MEMBERS OF VICTIMS, AND THOSE COLLATERALLY AFFECTED BY THE SEXUAL ASSAULT. TSASP SUPPORTS PROJECTS TO CREATE, MAINTAIN, AND EXPAND SUSTAINABLE SEXUAL ASSAULT SERVICES PROVIDED BY TRIBES, TRIBAL ORGANIZATIONS, AND NONPROFIT TRIBAL ORGANIZATIONS WITHIN INDIAN COUNTRY AND ALASKA NATIVE VILLAGES. WITH THIS FUNDING, THE PENOBSCOT NATION CURRENTLY HAS 2,365 ENROLLED MEMBERS (2023 TRIBAL CENSUS). OVER 1,400 TRIBAL MEMBERS LIVE IN MAINE AND ARE WITHIN SERVICEABLE DISTANCE, AND MANY VISIT THE RESERVATION REGULARLY. THERE ARE 425 TRIBAL MEMBERS LIVING ON THE RESERVATION AT INDIAN ISLAND, WHICH IS LOCATED IN PENOBSCOT COUNTY. INDIAN ISLAND HAS A TOTAL POPULATION OF 571 INCLUDING NON-ENROLLED PENOBSCOTS (1%), OTHER INDIAN RESIDENTS (3%) AND NON- INDIAN RESIDENTS (19%). INDIAN ISLAND AND IS PART OF THE GREATER OLD TOWN AREA WITHIN A 20-MILE RADIUS OF BANGOR, ME, AI/AN MAKE UP 0.9% OF THE COUNTYS POPULATION. PENOBSCOT COUNTY IS A DESIGNATED HEALTH PROFESSIONAL SHORTAGE AREA (HPSA) FOR PRIMARY CARE, MENTAL HEALTH AND DENTAL SERVICES, AN INDICATION OF THE DEPTH OF HEALTH CARE NEEDS IN THE AREA. THROUGH TSASP FUNDING THE PROPOSED PROJECT WILL STRENGTHEN AND EXPAND EXISTING PROGRAMMING IN MEETING NEEDS BY: 1. INCREASING TRIBAL CAPACITY TO RESPONSE TO SEXUAL ASSAULT; AND 2. TO ENHANCE SERVICES TO INDIAN WOMEN VICTIMIZED. THIS AWARDWILL BE A THREE-YEAR PROJECT.

PASSAMAQUODDY LANGUAGE AND CULTURAL REVITALIZATION INITIATIVE - THE PASSAMAQUODDY LANGUAGE AND CULTURAL REVITALIZATION INITIATIVE IS A THREE-YEAR PROJECT BY THE PASSAMAQUODDY TRIBE AT PLEASANT POINT (SIPAYIK) THAT BUILDS UPON PREVIOUS LANGUAGE PRESERVATION WORK, INCLUDING THEIR DICTIONARY CREATION, DIGITAL LANGUAGE PORTAL, AND COLLECTION OF OVER 18,000 AUDIO RECORDINGS. THE PROJECT AIMS TO ESTABLISH AN IMMERSION EDUCATION MODEL AT THE SIPAYIK MUSEUM AND YOUTH CENTER, SERVING BOTH CHILDREN (AGES 18 MONTHS TO 12 YEARS) AND ADULTS THROUGH STRUCTURED LANGUAGE INSTRUCTION. THE INITIATIVE WILL TRAIN AND CERTIFY AT LEAST THREE NEW LANGUAGE INSTRUCTORS AND DEVELOP A CUSTOM MOBILE APP TO SUPPORT ONGOING LEARNING. THE PROJECT INCLUDES CREATING AND DISTRIBUTING TEN CULTURALLY RELEVANT LEARNING MATERIALS, ORGANIZING SEASONAL IMMERSION CAMPS, AND HOSTING COMMUNITY WORKSHOPS. BY THE END OF THE THREE-YEAR PERIOD, APPROXIMATELY 100 CHILDREN AND 100 ADULTS WILL RECEIVE OVER 100 HOURS OF ANNUAL INSTRUCTION, WITH PROGRESS MEASURED THROUGH ORAL PROFICIENCY ASSESSMENTS. WPHW’S MISSION IS TO PROVIDE COMMUNITY-DRIVEN, CULTURALLY CENTERED PUBLIC HEALTH AND SOCIAL SERVICES TO ALL WABANAKI COMMUNITIES AND PEOPLE WHILE HONORING WABANAKI CULTURAL KNOWLEDGE, CULTIVATING INNOVATION, AND FOSTERING COLLABORATION. TUCKED AWAY IN THE NORTHEASTERN COASTAL CORNER OF MAINE, WASHINGTON COUNTY IS HOME TO 2,000 PASSAMAQUODDY TRIBAL MEMBERS. PLEASANT POINT HEALTH CENTER, THE IMPLEMENTER, HAS 45 YEARS OF EXPERIENCE SERVING THE PLEASANT POINT COMMUNITY WHERE 60% OF THE POPULATION MAKES LESS THAN $24K/YEAR AND THE NOT-EMPLOYED RATE OFTEN EXCEEDS 50%. 60% OF PLEASANT POINT�S COMMUNITY IS ALSO UNDER THE AGE OF 35. THE POPULATION OF FOCUS FOR THIS PROJECT BE THOSE AGED 49 AND YOUNGER GIVEN THAT OVERDOSE RATES ARE HIGHEST AMONG THIS PARTICULAR POPULATION IN ADDITION TO YOUTH FOR PREVENTIVE PURPOSES. THE MOUD COMPONENT WILL FOCUS ON HIGH RISK INDIVIDUALS INCLUDING THOSE WHO HAVE RECENTLY OVERDOSED, THOSE CURRENTLY USING, PREGNANT AGED WOMEN, HEPATITIS C OR HIV POSITIVE, RECENTLY INCARNATED, AND/OR SUICIDAL. �WITH JUST 2 PERCENT OF MAINE'S POPULATION, WASHINGTON COUNTY CURRENTLY ACCOUNTS FOR 19.5 PERCENT OF PENDING HOMICIDE CASES IN THE STATE�: ALL OF THESE HOMICIDES WERE DRUG RELATED.1 IN 2019, OVERDOSE DEATHS IN MAINE WERE AT A RATE OF 39.7 DEATHS PER 100,000 PERSONS, NEARLY DOUBLE THE NATIONAL RATE OF 21.6 DEATHS PER 100,000.II IN ONE YEAR FATAL OVERDOSES ROSE 33% IN MAINE FROM 380 IN 2019 TO 504 DRUG DEATHS OCCURRING IN 2020. OF THOSE 504, 83% WERE CAUSED BY OPIOIDS, NEARLY ALWAYS IN COMBINATION WITH OTHER DRUGS OR ALCOHOL. ADULTS BETWEEN THE AGES OF 26 AND 35 HAD THE HIGHEST RATE OF DEATHS DUE TO SUBSTANCE ABUSE OR OVERDOSE DURING 2016, FOLLOWED CLOSELY BY 36 TO 49 YEAR OLDS. SUBSTANCE ABUSE AND OVERDOSE DEATH RATES AMONG AGE GROUPS BETWEEN 18 AND 35 HAVE BEEN STEADILY INCREASING FOR THE PAST SEVERAL YEARS. TO COUNTER THESE DISTURBING TRENDS THE ALREADY EXISTING MOUD PROGRAM WHICH PROVIDES COMPREHENSIVE CARE WILL BE FORTIFIED WITH A PATIENT ADVOCATE (PA) THROUGH THIS PROJECT. THE PA WILL ASSIST WITH ADMINISTRATIVE DUTIES, ALLEVIATING THESE BURDENS TO THE NURSE PRACTITIONER WHO DIRECTS THE PROGRAM ALLOWING HIM TO FOCUS ON HIGH RISK CLIENTS. THIS PA WILL ALSO FACILITATE AND TRACK CLIENT�S PROGRESS, ADDRESS BASIC NEEDS, AND CONNECT THEM TO RECOVERY SERVICES INCLUDING VOCATIONAL SUPPORT WHILE FACILITATING ADAPTED CONTINGENCY MANAGEMENT. A FULL TIME RECOVERY COACH FUNDED UNDER THIS PROJECT WILL ASSIST IN SUPPORTING AND GROWING THE RECOVERY COMMUNITY BY MANAGING SAFE SPACES TO MEET AND FACILITATING COMMUNITY HEALING EVENTS HONORING THE TBHA. WE WILL ALSO WORK TO MOVE THE COMMUNITY TOWARD MORE NATURAL WAYS OF PAIN MANAGEMENT THROUGH MASSAGE, ALTERNATIVE HEALING TECHNIQUES AND BY EMPOWERING THE COMMUNITY TO SEEK HEALING BY CREATING THEIR OWN NATURAL MEDICINES WHEN APPROPRIATE. HARM REDUCTION WILL INCLUDE TRAINING HEALTH CENTER STAFF AND TRIBAL COUNCIL MEMBERS IN OVERDOSE PREVENTION INCLUDING THE ADMINISTRATION OF NARCAN. THIS NETWORK WILL COMPRISE PEER SUPPORT MEMBERS TRAINED TO AID IN VARIOUS AREAS INCLUDING OFFICER SELF-CARE, RELATIONSHIP DYNAMICS, STRESS MANAGEMENT, NAVIGATING JOB-RELATED CHALLENGES, AND PREVENTING BURNOUT AMONG FELLOW FIRST RESPONDERS. IN ADDITION TO THE PEER SUPPORT NETWORK, THE TRIBAL PUBLIC SAFETY DEPARTMENT WILL IMPLEMENT THE WABANAKI NATIONS WAMPUM CRITICAL INCIDENT STRESS MANAGEMENT PROGRAM (WNW CISM). THIS PROGRAM WILL ENCOMPASS REGULAR CRITICAL INCIDENT DEBRIEFINGS AIMED AT PROVIDING EMOTIONAL SUPPORT AND COPING STRATEGIES FOR FIRST RESPONDERS WHO HAVE ENCOUNTERED CRITICAL INCIDENTS IN THE FIELD. COMPREHENSIVE TRAINING AND ONGOING SUPPORT WILL BE PROVIDED TO ENSURE THE WELL-BEING OF THESE INDIVIDUALS. FURTHERMORE, THE PUBLIC SAFETY DEPARTMENT WILL ORGANIZE EVENTS AND ACTIVITIES DESIGNED TO PROMOTE THE HOLISTIC WELLNESS OF ITS FIRST RESPONDERS, THEIR FAMILIES, AND THE WIDER INDIAN TOWNSHIP COMMUNITY. ACROSS THE REGION, MANAGERS AT TRIBAL, FEDERAL, AND STATE NATURAL RESOURCE AGENCIES ARE GRAPPLING WITH HOW TO PROTECT HABITAT FOR FOREST-DEPENDENT BIRDS AND SUSTAIN OTHER KEY ECOSYSTEM SERVICES LIKE FOREST CARBON STORAGE IN THE FACE OF THESE ONGOING THREATS. IN RESPONSE, MEMBERS OF THIS RESEARCH TEAM, AMONG OTHERS, HAVE DEVISED CLIMATE CHANGE ADAPTATION RECOMMENDATIONS FOR FOREST AND WILDLIFE MANAGERS. NOW, ON-THE-GROUND EXPERIMENTS OF THESE RECOMMENDATIONS ARE UNDERWAY, WHICH WILL HELP SCIENTISTS AND MANAGERS ALIKE LEARN HOW WELL THESE ADAPTATION STRATEGIES WORK.THIS PROJECT WILL USE EXISTING AND NEWLY-COLLECTED DATA FROM ONGOING EXPERIMENTS TO EVALUATE HOW EFFECTIVE THESE STRATEGIES ARE AT SUSTAINING HABITAT FOR SONGBIRDS AND GROUSE, PRIORITY SPECIES THAT FEDERAL, STATE, AND TRIBAL PARTNERS SEEK TO PROTECT. THE PROJECT WILL THEN COMPARE THESE RESULTS WITH CARBON STORAGE METRICS FOR EACH SITE THAT WE WILL DERIVE FROM A FOREST GROWTH MODEL. THIS WILL ENABLE THE RECIPIENT TO EVALUATE POTENTIAL TRADE-OFFS AND WIN-WINS WITH REGARDS TO STEWARDING HABITAT AND MAXIMIZING CARBON STORAGE, WHICH THE RECIPIENTS PARTNERS HAVE HIGHLIGHTED AS A MANAGEMENT CONCERN.
