DESCRIPTION:THIS AGREEMENT PROVIDES FUNDING TO SHAKOPEE MDEWAKANTON SIOUX COMMUNITY TO IMPLEMENT (SMSC) ITS PROJECT TO SUPPORT THE CONSTRUCTION OF THE WATER RECLAMATION SYSTEM OF THE SMSC ORGANICS RECYCLING FACILITY (ORF) IN SHAKOPEE, MN. THIS SYSTEM WILL ADDRESS THE WATER REUSE COMPONENTS AT THE NEWLY CONSTRUCTED ORF, WHICH DIVERTS WASTE FROM LANDFILLS, PROTECTS WATER RESOURCES AND PROMOTES SUSTAINABLE INDUSTRIAL DEVELOPMENT. THE PURPOSE OF THE PROJECT IS TO MEET THE INCREASING DEMAND FOR ORGANICS RECYCLING BY RECLAIMING WATER ON SITE AND REUSING THIS VITAL RESOURCE INTO ITS COMPOSTING OPERATIONS. THE PURPOSE IS TO ALSO ADDRESS POLICY MANDATES, PROTECTING WATER QUALITY, AND PRESERVING CULTURAL HERITAGE IN A GROWING METROPOLITAN REGION AS DIRECTED IN THE 2023 CONSOLIDATED APPROPRIATIONS ACT OR AS IDENTIFIED IN AN APPROVED TECHNICAL CORRECTION IF ONE HAS BEEN APPROVED FOR THIS PROJECT.ACTIVITIES:THE ACTIVITIES TO BE PERFORMED ARE : CONSTRUCTION PHASE: THE ORF WATER RECLAMATION SYSTEM CONSTRUCTION PHASE OF THE PROJECT IS EXPECTED TO BEGIN IN APRIL 2024 AND IS ANTICIPATED TO BE COMPLETED WITHIN APPROXIMATELY SIX TO NINE MONTHS. THIS PHASE WILL INVOLVE THE INSTALLATION AND CONSTRUCTION OF VARIOUS SYSTEM COMPONENTS, INCLUDING THE CONCRETE AERATION BASINS, STORMWATER LIFT STATION, CONTROL BUILDING, CONCRETE FILTRATION BAFFLE SYSTEM, ELECTRICAL INFRASTRUCTURE, AND OTHER NECESSARY CONTROL ELEMENTS. OPERATIONAL PHASE: FOLLOWING THE COMPLETION OF THE CONSTRUCTION PHASE, THE FACILITY WILL ENTER ITS OPERATIONAL PHASE AROUND FALL 2024. DURING THIS PERIOD, THE WATER RECLAMATION SYSTEM AND OTHER COMPONENTS WILL BE FULLY OPERATIONAL AND UTILIZED FOR THE INTENDED PURPOSE OF TREATING AND REUSING WATER RUNOFF FROM THE ORGANICS RECYCLING PROCESS. THE PROJECT'S COMPLETION TIMELINE IS SUBJECT TO NUMEROUS FACTORS, INCLUDING WEATHER CONDITIONS, REGULATORY APPROVALS, SUPPLY CHAIN DELAYS, UNFORESEEN CHALLENGES, AND POTENTIAL ADJUSTMENTS DURING THE CONSTRUCTION AND OPERATIONAL PHASES. IF NECESSARY, THE OPERATIONAL PHASE CAN GET PUSHED BACK TO LATE SPRING 2025.SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:THE ANTICIPATED DELIVERABLES ARE: SUCCESSFUL COMPLETION OF STORMWATER LIFT STATION WITH PUMPS AND CONTROLS, CONTRIBUTING TO STORMWATER MANAGEMENT AND PREVENTING CONTAMINATION. - CONSTRUCTION OF A CONTROL BUILDING HOUSING ESSENTIAL EQUIPMENT FOR EFFICIENT SYSTEM OPERATION, ENSURING PROPER HANDLING OF MATERIALS AND PREVENTING ENVIRONMENTAL IMPACTS. - INSTALLATION OF ELECTRICAL INFRASTRUCTURE AND BACKUP SYSTEMS, ENSURING CONTINUOUS SYSTEM FUNCTIONALITY AND REDUCING POTENTIAL DISRUPTIONS. - IMPLEMENTATION OF COMMUNICATION AND SECURITY CONTROL ELEMENTS TO PREVENT UNAUTHORIZED ACCESS AND ENSURE FACILITY INTEGRITY. DESCRIPTION:THE PURPOSE OF THIS AWARD IS TO PROVIDE FUNDING UNDER THE INFLATION REDUCTION ACT (IRA) TO THE PUEBLO OF SANDIA. THE RECIPIENT WILL IMPLEMENT GREENHOUSE GAS (GHG) REDUCTION PROGRAMS, POLICIES, PROJECTS, AND MEASURES IDENTIFIED IN THEIR PRIORITY CLIMATE ACTION PLAN (PCAP) DEVELOPED UNDER A CLIMATE POLLUTION REDUCTION GRANTS (CPRG) PLANNING GRANT. ACTIVITIES CONDUCTED THROUGH THIS GRANT WILL BENEFIT ALL RESIDENTS LIVING ON THE PUEBLO OF SANDIA RESERVATION AND WITHIN THE BERNALILLO AND SANDOVAL COUNTIES, AND VISITORS TO THE PUEBLO OF SANDIA CASINO AND RESORT LOCATED IN ALBUQUERQUE, NEW MEXICO THROUGH FOUR MAIN OBJECTIVES: IMPLEMENTATION OF AMBITIOUS MEASURES THAT WILL ACHIEVE SIGNIFICANT CUMULATIVE GHG REDUCTIONS BY 2030 AND BEYOND; PURSUIT OF MEASURES THAT WILL ACHIEVE SUBSTANTIAL COMMUNITY BENEFITS, PARTICULARLY IN LOW-INCOME AND DISADVANTAGED COMMUNITIES; COMPLEMENTING OTHER FUNDING SOURCES TO MAXIMIZE THESE GHG REDUCTIONS AND COMMUNITY BENEFITS; AND, PURSUIT OF INNOVATIVE POLICIES AND PROGRAMS THAT ARE REPLICABLE AND CAN BE 'SCALED UP' ACROSS MULTIPLE JURISDICTIONS. TO ACHIEVE THESE OBJECTIVES, THE CLIMATE POLLUTION REDUCTION GRANT INCLUDES TWO MAJOR PROJECTS - THE SOLAR PHOTOVOLTAIC PROJECT (PV SYSTEM) AND THE ELECTRIC VEHICLE SUPPLY CHARGING STATIONS PROJECT. EACH PROJECT WAS SELECTED FOR ITS ABILITY TO REDUCE GREENHOUSE GAS EMISSIONS. THE PROPOSED SOLAR PV SYSTEM WILL EFFECTIVELY MITIGATE GREENHOUSE GAS EMISSIONS BY DIRECTLY REDUCING THE GRID CONSUMPTION OF ONE THE LARGEST CONSUMERS OF POWER IN THE STATE OF NEW MEXICO - THE SANDIA RESORT AND CASINO. WHILE THIS INITIAL INVESTMENT IN SOLAR INFRASTRUCTURE WILL ONLY BE ABLE TO OFFSET A PORTION OF THE SANDIA RESORT AND CASINO'S POWER NEEDS, THIS PROJECT WILL HELP DEMONSTRATE THE EFFICACY OF SOLAR ENERGY IN AIDING THE PUEBLO OF SANDIA'S LARGER ENVIRONMENTAL GOALS. ADDITIONALLY, THIS SOLAR PROJECT WILL HELP TO DEMONSTRATE THE FINANCIAL VIABILITY OF FURTHER INVESTMENT IN SOLAR ENERGY PROJECTS TO POWER THE PUEBLO'S COMMERCIAL ENTERPRISES, WHICH WILL BE AN IMPORTANT PART OF SECURING BUY-IN FROM TRIBAL LEADERSHIP AND CASINO MANAGEMENT WHEN LOOKING TO SCALE UP RENEWABLE ENERGY PROJECTS. THE PROJECT ALSO IS REPLICABLE IN THAT THE SUCCESS OF SUCH A PROJECT WILL BE A MODEL FOR OTHER TRIBAL CASINOS, WHICH ARE OFTEN THE LARGEST SINGLE SOURCES OF ENERGY CONSUMPTION ON TRIBAL LANDS. INVESTMENTS IN THE ELECTRIC VEHICLE( EV) CHARGING STATIONS WILL HELP ENCOURAGE THE ONGOING NATIONWIDE TRANSITION IN THE TRANSPORTATION SECTOR TOWARDS ELECTRIC VEHICLES. FOR SUCH A TRANSITION TO BE POSSIBLE, THE APPROPRIATE CHARGING INFRASTRUCTURE MUST BE IN PLACE. THE PUEBLO OF SANDIA IS LOOKING TO DO ITS PART IN DEVELOPING THIS INFRASTRUCTURE BY INSTALLING LEVEL 2 AND 3 CHARGING STATIONS AT THE CASINO AND RESORT AND OTHER PUEBLO FACILITIES. AS DEMAND FOR EV CHARGING INCREASES WITH EV USAGE, THE PUEBLO WILL SCALE UP THE INSTALLATION OF CHARGING STATIONS AS NECESSARY. ADDITIONALLY, THE PUEBLO WILL MAINTAIN COMMUNICATION WITH THE COMMUNITY REGARDING WHAT FEDERAL, STATE, AND LOCAL INCENTIVE PROGRAMS RESIDENTS CAN LEVERAGE BY TRANSITIONING TO ELECTRIC VEHICLES. THE 356-KW SYSTEM WILL DIRECTLY RESULT IN EMISSIONS REDUCTIONS OF 1125 MT CO2E (CARBON DIOXIDE EQUIVALENT) IN THE PERIOD OF 2025-2030, AND 4129 MT CO2E IN THE PERIOD OF 2025 TO 2050. THE INSTALLATION OF SIXTEEN ELECTRIC VEHICLE (EV) CHARGING POINTS THROUGHOUT THE RESERVATION WILL DIRECTLY RESULT IN EMISSIONS REDUCTIONS OF 944 MT CO2E AND 4721 MT CO2E IN THE PERIODS OF 2025-2030 AND 2025 - 2050, RESPECTIVELY. ACTIVITIES:THE ACTIVITIES TO BE CONDUCTED INCLUDE: - INSTALLATION OF A COMMERCIAL SCALE 356 KILOWATTS (KW) PHOTOVOLTAIC SYSTEM (PV SYSTEM) ON TOP OF THE SANDIA RESORT AND CASINO PARKING GARAGE PRODUCING 557-MEGAWATT HOUR (MWH) PER YEAR. THE SOLAR PANELS' STORED ENERGY WILL BE USED AS A SIGNIFICANT FIRST EFFORT TO OFFSET THE ENERGY CONSUMPTION AND ASSOCIATED GREENHOUSE GAS EMISSIO

PV SYSTEMS WILL BE INSTALLED ON THE DAKOTAH SPORT AND FITNESS (DSF) CENTER, THE PLAYWORKS EVENT CENTER, AND TWO SHAKOPEE DAKOTA CONVENIENCE STORES. THE PROPOSED PV SYSTEMS WERE STRATEGICALLY SELECTED TO HAVE THE GREATEST IMPACT TO THE SMSC AND ITS CARBON NEUTRALITY AND ENERGY INDEPENDENCE GOALS. TOGETHER, THE SYSTEMS WILL HAVE A RATED CAPACITY OF ROUGHLY 596 KILOWATTS (KW) AND GENERATE APPROXIMATELY 719,967 KILOWATT HOURS (KWH) PER YEAR, OFFSETTING ABOUT 12% OF ENERGY USAGE OF THE IMPACTED BUILDINGS AND AVOIDING APPROXIMATELY 31 MILLION POUNDS OF CO2 EMISSIONS OVER THE COURSE OF ABOUT 30 YEARS.

THE LSU CAMPUS MOUNDS ARE TWO ANCIENT, DOME-SHAPED MOUNDS ON THE GROUNDS OF LOUISIANA STATE UNIVERSITY IN BATON ROUGE. NATIVE AMERICANS BEGAN CONSTRUCTING THEM AT LEAST 6000 YEARS AGO, DURING THE EARLIEST PHASE OF MOUND BUILDING IN NORTH AMERICA. IN 1999, THE SITE WAS LISTED IN THE NATIONAL REGISTER OF HISTORIC PLACES AS NATIONALLY SIGNIFICANT, BASED ON AGE, PRESERVATION, RARITY, AND RESEARCH POTENTIAL. THE MOUNDS ALSO ARE EXTRAORDINARY BECAUSE OF THEIR VISIBILITY ON PUBLIC PROPERTY. THE MOUNDS WERE NOT PART OF A VILLAGE OR ENCAMPMENT. INSTEAD, THEY WERE A BEACON THAT MARKED A GATHERING PLACE FOR PEOPLE WHO TRAVELED THERE FOR SPECIAL EVENTS. THEY CONTINUE TO BE SACRED TO TRIBES TODAY.GOAL: STOP THE EROSION, BY REPAIRING EXISTING DAMAGE AND REVEGETATING THE MOUNDS. THE MOUNDS ARE IN URGENT NEED OF INTERVENTION TO PROTECT THEIR INTEGRITY. BOTH NATURAL AND HUMAN FACTORS HAVE DAMAGED THEM. WHILE SOME OF THESE ACTIVITIES ARE NO LONGER OCCURRING, THEY HAVE LEFT RUTS AND SLUMPS, WHICH ALLOW WATER INTRUSION AND WEAKEN THE MOUNDS INTERNAL STRUCTURE. OTHER EROSIVE CONDITIONS ARE ONGOING. THE CURRENT GROUND COVER IS WEAK AND DYING, AND THERE IS NO WAY TO EFFECTIVELY IRRIGATE IT. EXTREME WEATHER HAS WORSENED SURFACE DAMAGE, ACCELERATING EROSION. WITH CLIMATE CHANGE, THESE CONDITIONS WILL INTENSIFY.GOAL: UNIFY THE SITE S SACRED CORE, BY REMOVING SIDEWALKS THAT SEPARATE THE MOUNDS AND REVEGETATING THE AREA BETWEEN THE MOUNDS. THE MOUNDS ARE IN THE HEART OF LSU S CAMPUS. FOR DECADES, PEOPLE USED THEM RECREATIONALLY, AND MAJOR SIDEWALKS PASS BETWEEN THEM. RECENTLY, IN CONSULTATION WITH TRIBAL REPRESENTATIVES AND ARCHAEOLOGISTS, LSU CONDUCTED A PLANNING STUDY AND EMBARKED ON AN AMBITIOUS PLAN TO PROTECT THE SITE. ONE OF THE FIRST STEPS WAS TO FENCE IN THE ENTIRE MOUND AREA. THE FENCE STOPPED UTILITARIAN AND RECREATIONAL USE AND DEFINES A SACRED AND PROTECTED LANDSCAPE. HOWEVER, THE INTRUSIVE SIDEWALKS BETWEEN THE MOUNDS ARE STILL IN PLACE.SUMMARY OF PROJECT ACTIVITIES. THE GRANT WILL FUND A GEOPHYSICAL ENGINEER TO ADVISE LSU ABOUT EROSION CONTROL AND WILL SUPPORT AN ARCHAEOLOGIST TO MONITOR THE WORK. THE PLAN IS TO 1) USE OPAQUE TARPS TO ERADICATE THE CURRENT, DYING GRASS, 2) FILL ERODED AREAS WITH SOIL, AND 3) CAREFULLY REMOVE THE INTRUSIVE SIDEWALKS BETWEEN THE MOUNDS TO UNIFY THE SPACE. THEN, BY HAND-LAYING SOD, 4) ADD DENSER, DROUGHT-RESISTANT, LOW-GROWING GRASS IN THE FENCED AREA TO STABILIZE THE SURFACES. THE GRASS WILL GROW TO ITS NATURAL HEIGHT, REQUIRING ONLY OCCASIONAL STRING TRIMMING. TO ESTABLISH THE GRASS AND TO SUSTAIN IT DURING DROUGHT, 5) INSTALL A WATERING SYSTEM THAT IS AS NONINTRUSIVE AS POSSIBLE. TO DOCUMENT THE PROJECT, AND AS A BASELINE FOR MONITORING, 6) PRECISION MAP THE SITE BEFORE AND AFTER THE REPAIR. FINALLY, 7) PREPARE A MAINTENANCE AND MONITORING PLAN FOR FUTURE PROTECTION.PERFORMANCE GOALS AND OUTCOMES. THE SMSC BELIEVES THAT INVESTING IN ENERGY DEVELOPMENT WILL ENABLE ENERGY SOVEREIGNTY AND SELFDETERMINATION AND FACILITATE A SHORTTERM PATH TO IMPROVING THE ENERGY SERVICES WITHIN THE SMSC COMMUNITY IN SOUTH CENTRAL MINNESOTA.AS PART OF THE SHAKOPEE MDEWAKANTON SIOUX COMMUNITY SOLAR STORAGE FEASIBILITY ANALYSIS THE SMSC WOULD LIKE TO INVESTIGATE IF THE INSTALLATION OF DISTRIBUTED SOLAR PHOTOVOLTAIC PV SYSTEMS WITH STORAGE COULD POWER TRIBAL AND COMMUNITY LOADS FOR AN EXTENDED PERIOD. THIS FEASIBILITY STUDY WILL ANALYZE AND MODEL CURRENT ENERGY LOADS IDENTIFY OPPORTUNITIES FOR SOLAR GENERATION TO MEET THE LOADS AND QUANTIFY THE FINANCIAL SAVINGS AND ENVIRONMENTAL IMPACT OVER TIME. DEPLOYING A SOLAR ARRAY WITH STORAGE ON THE TRIBAL LAND ALLOWS THE SMSC TO IMPROVE THE COMMUNITYS ENERGY RESILIENCE EXPAND OPPORTUNITIES FOR FUTURE DEVELOPMENT AND ACHIEVE ENERGY INDEPENDENCE.THE SMSC IS A FEDERALLY RECOGNIZED SOVEREIGN NATIVE AMERICAN TRIBAL GOVERNMENT CONSISTING OF APPROXIMATELY 350 MEMBERS. THE SMSC IS GOVERNED BY A GENERAL COUNCIL INCLUDING ALL ENROLLED MEMBERS OF THE TRIBE AGED 18 AND OLDER AND A BUSINESS COUNCIL CONSISTING OF A CHAIRMAN VICECHAIRMAN AND SECRETARY TREASURER WHO ARE RESPONSIBLE FOR RUNNING THE DAYTODAY OPERATIONS OF THE TRIBE AND FOR IMPLEMENTING THE DECISIONS OF THE GENERAL COUNCIL. THE SMSC IS A COMMUNITY OF DAKOTA PEOPLE OF THE GREAT SIOUX NATION WHOSE ANCESTORS HAVE LIVED IN THE REGION NEAR SHAKOPEE MINNESOTA FOR CENTURIES. THE SMSC CURRENTLY OWNS AND OPERATES A DIVERSE COLLECTION OF 24 TOTAL ENTERPRISES ON ITS 9.56 SQUARE MILES 6119 ACRES OF COMBINED RESERVATION AND OFFRESERVATION TRUST LAND IN SCOTTS COUNTY MINNESOTA. FROM A TRIBAL GARDEN TO TWO MAJOR CASINOS HOTELS AND FAMILY ENTERTAINMENT CENTER THE SMSC IS THE LARGEST EMPLOYER IN SCOTTS COUNTY AND PROVIDES OVER 4100 JOBS TO THE LOCAL ECONOMY. THE SMSC WILL CONDUCT A DETAILED COMMUNITY UTILITYSCALE SOLAR AND STORAGE FEASIBILITY ASSESSMENT AT TWO TRIBALLY DESIGNATED SITES TO DETERMINE THE ECONOMIC VIABILITY REVENUE GENERATION AND FINANCIAL BENEFITS OF THE PROJECT ALONG WITH THE EXPECTED RISKS AND RETURNS. THE FEASIBILITY ASSESSMENT AIMS TO FIND NEW ENERGY GENERATION OPTIONS UPON ITS LAND TO REACH ITS OVERALL LONGTERM GOALS OF CARBON NEUTRALITY BY 2035 ENERGY INDEPENDENCE AND ECONOMIC DEVELOPMENT. TO MEET THESE GOALS THE PROJECT HAS THE FOLLOWING OBJECTIVES:1. INDIGENOUS PEOPLE USED FIRE FOR CENTURIES TO NOT ONLY ENSURE AMPLE SUPPLIES OF IMPORTANT RESOURCES, SUCH AS FOOD AND FIBER MATERIALS, BUT ALSO TO CONNECT WITH THE LAND. EUROPEAN COLONIZATION CHANGED THE CLOSE CONNECTIONS BETWEEN INDIGENOUS PEOPLE AND FIRE. TODAY, MANY LAND MANAGEMENT AGENCIES USE PRESCRIBED FIRE TO ACHIEVE SEVERAL GOALS, BUT THESE EFFORTS OFTEN HAVE LIMITED CULTURAL VALUE FOR TRIBAL COMMUNITIES. THIS PROJECT FIRST SEEKS TO UNDERSTAND THE CULTURAL CONTEXT OF BURNING IN INDIGENOUS LANDS AND WHAT INDIGENOUS PEOPLES AIM TO ACHIEVE IN TERMS OF BOTH ECOLOGICAL AND CULTURAL OBJECTIVES. IN DEVELOPING THIS RESEARCH THE PROJECT PROVIDES KNOWLEDGE, TRAINING, AND RESOURCES TO CONDUCT CULTURALLY-MEANINGFUL BURNS THAT ARE SAFE AND EFFECTIVE. STRONG CONNECTIONS WITH THE TALLGRASS PRAIRIE AND OAK SAVANNA FIRE SCIENCE CONSORTIUM AND THE USDA AGRICULTURAL RESEARCH SERVICE ENSURE BROAD DISSEMINATION AND USE BY A LARGE STAKEHOLDER COMMUNITY IN THE REGION. MANY INDIGENOUS COMMUNITIES BELIEVE REGAINING CONTROL OF FIRE IN THEIR LANDSCAPES WILL HELP HEAL DAMAGE PASSED DOWN FROM GENERATION TO GENERATION. THIS PROJECT DEVELOPS CAPACITY FOR UNDERREPRESENTED COMMUNITIES IN THE UPPER MIDWEST TO UNDERSTAND AND IMPLEMENT CULTURAL BURNING THEMSELVES. SPECIFICALLY, LISTENING SESSIONS WITH ELDERS AND LAND MANAGERS IN INDIGENOUS COMMUNITIES AIM TO INFORM WHAT IS CURRENTLY KNOWN AND PRACTICED WITH RESPECT TO CULTURAL BURNING ACROSS THE UPPER MIDWEST, AND IDENTIFY BARRIERS, KNOWLEDGE GAPS, AND UNDER-DEVELOPED OPPORTUNITIES THAT CURRENTLY LIMIT CULTURAL BURNING. FOLLOWING THE LISTENING SESSIONS, COMMON THEMES ARE PRESENTED TO A FOCUS GROUP OF REGIONAL INDIGENOUS STAKEHOLDERS TO IDENTIFY PRIORITIES FOR EDUCATION AND TRAINING TO BE ADDRESSED IN SUBSEQUENT PHASES OF THE FIRE AS MEDICINE PROJECT. THE TEAM FACILITATES THE DEVELOPMENT OF AN INDIGENOUS MODEL OF FIRE REGIMES BASED ON TRADITIONAL ECOLOGICAL KNOWLEDGE FOR THE PRAIRIES AND WOODLANDS OF THE UPPER MIDWEST AND ADJACENT REGIONS IN CANADA. THE PROJECT INCLUDES UNDER-REPRESENTED GROUPS IN ALL STAGES OF THE PROJECT DEVELOPMENT, IMPLEMENTATION, AND DISSEMINATION. THE SAGINAW CHIPPEWA TRIBAL LIBRARIES OF THE SAGINAW CHIPPEWA TRIBE IN MICHIGAN WILL ENCOURAGE DEVELOPMENT OF WRITING SKILLS AMONG COMMUNITY MEMBERS BY WORKING WITH PARTNERS TO BUILD A ROSTER OF WRITING WORKSHOPS. THE TRIBAL LIBRARIES WILL PRESENT WRITING WORKSHOPS FOR COMMUNITY MEMBERS WITH A PARTICULAR FOCUS ON K–12 AND POST-SECONDARY STUDENTS, AS WELL AS ENABLE LOCAL WRITERS TO SELF-PUBLISH THEIR BOOKS. THE PROJECT WILL PROVIDE AN OPPORTUNITY FOR NEWLY MINTED AUTHORS TO SHARE THEIR EXPERIENCES AND THEIR NEWLY CREATED BOOKS WITH THE COMMUNITY. THE TRIBAL LIBRARIAN WILL DIRECT THE PROJECT WITH THE HELP OF THE LIBRARY ASSISTANTS AND STAFF FROM OTHER TRIBAL DEPARTMENTS.

THE SHAKOPEE MDEWAKANTON SIOUX COMMUNITY (SMSC) SEEKS FUNDING TO DETERMINE VIABLE LOCATIONS AND DEFINE POTENTIAL TARGETS TO SUPPORT ITS GOAL OF IMPLEMENTING A COMMUNITY SOLAR AND OR WIND FARM DESIGNED TO SERVE TRIBAL RESIDENTIAL HOMES AND TRIBAL BUILDINGS. SMSC IS A FEDERALLY RECOGNIZED, SOVEREIGN NATIVE AMERICAN TRIBAL GOVERNMENT CONSISTING OF APPROXIMATELY 350 MEMBERS. SMSC IS A COMMUNITY OF DAKOTA PEOPLE OF THE GREAT SIOUX NATION WHOSE ANCESTORS HAVE LIVED IN THE REGION NEAR SHAKOPEE, MINNESOTA FOR CENTURIES. SMSC CURRENTLY OWNS AND OPERATES A DIVERSE COLLECTION OF 24 TOTAL ENTERPRISES ON ITS 9.56 SQUARE MILES (6,119 ACRES) OF COMBINED RESERVATION AND OFF-RESERVATION TRUST LAND IN SCOTTS COUNTY, MINNESOTA.AS PART OF THE SMSC COMMUNITY SOLAR AND WIND FEASIBILITY STUDY AND LAND ASSESSMENT PROJECT, SMSC WILL CARRY OUT A FEASIBILITY STUDY TO ASSESS THE POTENTIAL FOR DEPLOYING COMMUNITY-SCALE SOLAR AND OR WIND ENERGY SYSTEMS ON TRIBAL LAND. THE STUDY WILL FOCUS ON IDENTIFYING AND EVALUATING SITES SUITABLE FOR RENEWABLE ENERGY PROJECTS UNDER 5 MW IN SIZE. SMSC WILL PRIORITIZE LOCATIONS THAT COULD SERVE TRIBAL RESIDENTIAL HOMES AND OR TRIBAL GOVERNMENT OPERATIONS. THIS EFFORT WILL BUILD UPON PRIOR WORK COMPLETED THROUGH THE ONGOING 2024 EMDP UTILITY-SCALE SOLAR AND STORAGE FEASIBILITY STUDY WHICH FOCUSED ON LARGER SCALE SOLAR SYSTEMS GREATER THAN 5 MW.THIS PROJECT SUPPORTS SMSCS LONG-TERM GOAL TO ACHIEVE CARBON NEUTRALITY BY 2035 TO FOSTER LONG-TERM COMMUNITY SUSTAINABILITY AND PROTECT AND PRESERVE TRIBAL LANDS FOR THE NEXT SEVEN GENERATIONS. AS PART OF THIS LONG-TERM GOAL, SMSC INTENDS TO INSTALL 16.1MW OF RENEWABLE ENERGY BY 2035. THIS PROJECT SUPPORTS SMSCS LONG-TERM GOALS BECAUSE IT AIMS TO ESTABLISH A SOLAR AND OR WIND FARM DESIGNED TO DECARBONIZE THE COMMUNITY AND INCREASE SMSCS RENEWABLE ENERGY GENERATION.TO MEET SMSCS LONG-TERM AND PROJECT GOALS, THE PROPOSED PROJECT WILL MEET THE FOLLOWING OBJECTIVES:1.OBJECTIVE 1: TO ASSESS AND IDENTIFY SUITABLE LAND PARCELS AND SURROUNDING INFRASTRUCTURE ON SMSC TRIBAL LAND THAT HAVE CAPACITY FOR RENEWABLE ENERGY DEVELOPMENT.2.OBJECTIVE 2: TO EVALUATE SOLAR AND WIND RESOURCE POTENTIAL AT EACH IDENTIFIED LOCATION, WHILE ALSO ASSESSING KEY SITE CHARACTERISTICS SUCH AS SLOPE, SHADING, AND FLOOD RISK.3.OBJECTIVE 3: TO COMPLETE A PRELIMINARY SYSTEM DESIGN FOR THE MOST SUITABLE SITE AND RESOURCE TYPE(S), INCLUDING ESTIMATING ANNUAL ENERGY GENERATION AND INCORPORATING THOSE OUTPUTS INTO A FINANCIAL MODEL TO ASSESS PROJECT VIABILITY.4.OBJECTIVE 4: TO DRAFT A REQUEST FOR PROPOSAL (RFP) AND AN EVALUATION FRAMEWORK TO SUPPORT THE SELECTION OF AN ENGINEERING, PROCUREMENT, AND CONSTRUCTION (EPC) CONTRACTOR.BY THE END OF THE PROJECT, SMSC WILL HAVE A FEASIBILITY STUDY THAT INCLUDES ACTIONABLE RECOMMENDATIONS AND IDENTIFIES AT LEAST ONE SITE FOR SHOVEL-READY DEPLOYMENT.
