THE RECIPIENT WILL IMPLEMENT GREENHOUSE GAS (GHG) REDUCTION PROGRAMS, POLICIES, PROJECTS, AND MEASURES IDENTIFIED IN A PRIORITY CLIMATE ACTION PLAN (PCAP) DEVELOPED UNDER A CLIMATE POLLUTION REDUCTION GRANTS (CPRG) PLANNING GRANT. ACTIVITIES CONDUCTED THROUGH THIS GRANT WILL BENEFIT ALL RESIDENTS AND VISITORS TO OLYMPIA, WASHINGTON THROUGH FOUR MAIN OBJECTIVES: IMPLEMENTATION OF AMBITIOUS MEASURES THAT WILL ACHIEVE SIGNIFICANT CUMULATIVE GHG REDUCTIONS BY 2030 AND BEYOND; PURSUIT OF MEASURES THAT WILL ACHIEVE SUBSTANTIAL COMMUNITY BENEFITS, PARTICULARLY IN LOW-INCOME AND DISADVANTAGED COMMUNITIES; COMPLEMENTING OTHER FUNDING SOURCES TO MAXIMIZE THESE GHG REDUCTIONS AND COMMUNITY BENEFITS; AND, PURSUIT OF INNOVATIVE POLICIES AND PROGRAMS THAT ARE REPLICABLE AND CAN BE 'SCALED UP' ACROSS MULTIPLE JURISDICTIONS.ACTIVITIES:THE ACTIVITIES INCLUDE HIRING A CLIMATE RESILIENCE PROGRAM MANAGER TO OVERSEE THE PROJECT MEASURES AND COORDINATE WITH RELEVANT STAKEHOLDERS. COMPLETE ENERGY EFFICIENCY UPGRADES TO INSTALL HEAT PUMPS TO FOUR TRIBAL BUILDINGS AND UP TO 31 HOMES. INSTALL SOLAR PANELS TO 4 TRIBAL BUILDINGS AND UP TO 30 HOMES AND PROVIDE RESIDENTIAL AND COMMERCIAL ENERGY EFFICIENCY INCENTIVES TO TRIBAL MEMBERS ON/OFF RESERVATION TO INSTALL HEAT PUMPS, HEAT WATER PUMPS, AND WEATHERIZATION MEASURES. SUBRECIPIENT:SUBAWARDEE: OLYMPIA COMMUNITY SOLAR IS A NONPROFIT FOUNDED WITH THE MISSION TO STEWARD AN EQUITABLE AND ACCESSIBLE TRANSITION TO CLEAN ENERGY. WE DEVELOP EQUITY FOCUSED SOLAR PROGRAMS AND SUPPORT OUR PARTNERS INSTALLATION OF SOLAR. OCS IS THE SUBAWARDEE TO HELP THE NISQUALLY TRIBE WITH THE DEVELOPMENT OF THE PCAP.OUTCOMES:THE ANTICIPATED DELIVERABLES INCLUDE HIRING A NEW STAFF MEMBER TO OVERSEE ENERGY EFFICIENCY INSTALLATION AND PROJECT IMPLEMENTATION. INSTALL HEAT PUMP SYSTEMS AND SOLAR ARRAYS TO COMMERCIAL BUILDINGS AND RESIDENTIAL HOMES. COMPLETE ENERGY EFFICIENCY INSTALLATIONS AND COMMUNITY ENGAGEMENT EFFORTS AT COMMUNITY RESOURCE EVENTS TO PROMOTE INCENTIVES PROGRAM FOR HEAT PUMPS, SOLAR, AND WEATHERIZATION MEASURES TO TRIBAL MEMBERS LIVING ON AND OFF THE RESERVATION. COMPLETE GREENHOUSE GAS INVENTORY FOR BUILDING SECTOR TO BENCHMARK PROGRESS, AND COMPLETE ALL REQUIRED FEDERAL GRANT REPORTING. THE EXPECTED OUTCOMES INCLUDE SUBSTANTIAL REDUCTION IN GREENHOUSE GAS EMISSIONS, SIGNIFICANT ENERGY COST SAVINGS FOR TRIBAL MEMBERS AND THE GOVERNMENT, IMPROVED ENERGY SECURITY AND RESILIENCY, ENHANCED PUBLIC HEALTH AND SAFETY, AND A POSITIVE ENVIRONMENTAL IMPACT, INCLUDING REDUCED AIR POLLUTION AND INCREASED BIODIVERSITY. EXPANSION OF THE NISQUALLY TRIBAL CAPACITY TO IMPLEMENT CLEAN ENERGY PROJECTS TO DECREASE PROPANE CONSUMPTION COSTS, ELECTRICITY COSTS, ADDED COOLING TO HOMES TO PROTECT VULNERABLE POPULATIONS DURING HEAT EVENTS, INCLUDING IMPROVING INDOOR AIR QUALITY AND IMPROVE THE COMFORT OF RESIDENTS. THE INTENDED BENEFICIARIES INCLUDE FAMILIES RECEIVING HEAT PUMP AND SOLAR UPGRADES, A DIRECT BENEFIT THROUGH THE ABILITY TO COOL THEIR HOMES IN THE SUMMER AND REDUCE USE OF WOOD-BURNING STOVES AND PROPANE USE. THE MISSION OF THE NPAIHB IS TO ASSIST NW TRIBES IN IMPROVING THE HEALTH STATUS AND QUALITY OF LIFE OF MEMBER TRIBES AND AMERICAN INDIAN/ALASKA NATIVE (AI/AN) PEOPLE IN THEIR DELIVERY OF CULTURALLY APPROPRIATE AND HOLISTIC HEALTH CARE. OUR PROPOSED ACTIVITIES WILL STRENGTHEN OUR PARTNERSHIPS WITH NW TRIBES, THE SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES ADMINISTRATION (SAMHSA), THE INDIAN HEALTH SERVICE (IHS), AND THE STATES OF ID, OR, AND WA. THE NPAIHB TOR6 WILL EXPAND ACCESS TO INTEGRATED HEALTH SERVICES, THUS REACHING CRITICALLY UNDERSERVED AI/AN PEOPLE LIVING IN THE UNITED STATES. THROUGH THE PROJECT ACTIVITIES, THIS PROJECT HAS THE OPPORTUNITY TO REACH AT LEAST 59,017 TRIBAL MEMBERS ANNUALLY THROUGH OUTREACH, EDUCATION, SOCIAL MARKETING, AND MEDIA MESSAGES, AND PROVIDING GPRA TREATMENT & RECOVERY SERVICES TO 40 TRIBAL MEMBERS. SUBSTANCE USE DISORDER (SUD) PREVENTION, EDUCATION, AND TREATMENT FOR THIS TOR6 GRANT ARE INCLUSIVE OF OPIOID AND STIMULANT USE AND MISUSE DISORDERS. THE GOALS AND OBJECTIVES FOR THE GRANT ARE: GOAL 1: PREVENT NEW CASES OF SUBSTANCE USE DISORDER IN AI/AN COMMUNITIES BY INCREASING THE USE OF EVIDENCE AND CULTURE-BASED INTERVENTIONS AND INNOVATIVE COMMUNITY-BASED STRATEGIES. THE OBJECTIVES ARE (1) INCLUDE CULTURE AND TRADITION IN SUD PREVENTION STRATEGIES; (2) INCREASE AWARENESS OF TRIBAL SUBSTANCE USE RESPONSE IN AI/AN COMMUNITIES THROUGH SOCIAL MARKETING & MEDIA MATERIALS AND MESSAGING; AND (3) EDUCATE COMMUNITY MEMBERS, HEALTHCARE PROVIDERS, AND/OR HEALERS ABOUT OPIOIDS AND STIMULANTS. GOAL 2: INCREASE ACCESS TO TREATMENT AND RECOVERY SERVICES AND OVERDOSE REVERSAL CAPACITY BY INCREASING ACCESS TO TRIBAL, EVIDENCE-BASED, AND PRACTICE-BASED, TRAINING, TREATMENT, AND RECOVERY SERVICES. THE OBJECTIVES ARE (1) INCORPORATE HARM REDUCTION INTO TRIBAL TREATMENT AND RECOVERY SERVICES; (2) DEVELOP PROGRAMS FOR SUB-POPULATIONS AFFECTED BY SUD (E.G., PREGNANT MOTHERS AND BABIES, ACTIVE MILITARY, VETERANS, AND THOSE INCARCERATED); (3) DEVELOP AN INTEGRATED AND INCLUSIVE TREATMENT MODEL OF CARE; (4) DEVELOP COMPREHENSIVE AND INCLUSIVE RECOVERY SERVICES; AND (5) OFFER ONGOING TRAINING TO PROVIDERS. THE 31 MILLION DOLLAR PROJECT INCLUDES 12 MILLION FROM THE STATE OF WASHINGTON, 5 MILLION FROM THE CDF PROGRAM, AND 14 MILLION FROM THE NISQUALLY TRIBE. THE TRIBE HAS BECOME ACUTELY AWARE OF THE DEVASTING IMPACT OF THE OPIOID CRISIS ON BOTH TRIBAL AND NONTRIBAL POPULATIONS WITHIN THE REGION. THE TRIBE HAS ACCORDINGLY REACHED OUT TO LOCAL GROUPS AND JURISDICTIONS WHO ARE DEALING WITH THIS ISSUE, AND IS COORDINATING ITS MAT PROGRAM DEVELOPMENT EFFORTS WITH THESE OTHER GROUPS TO EFFECTIVELY ADDRESS THIS REGIONAL CRISIS. THE TRIBE CURRENTLY PROVIDES SOME BASIC SUD/MAT SERVICES OUT OF ITS EXISTING CORRECTIONS FACILITY ON THE NISQUALLY RESERVATION. THE TRIBE IS ALSO CURRENTLY WORKING TO ENHANCE THIS ON-RESERVATION PROGRAM THROUGH DEVELOPMENT OF A DETOX/STEP-DOWN PROGRAM TO SERVE THE CORRECTIONS POPULATION AT THE FACILITY. THE TRIBE HAS, THROUGH ITS FEASIBILITY AND DEVELOPMENT WORK FOR THE ON-RESERVATION MAT PROGRAM IDENTIFIED AS A TRIBAL PRIORITY THE DEVELOPMENT OF A LARGER OFF RESERVATION SUD/MAT CLINIC TO SERVE THE LARGER THURSTON COUNTY/LACEY/OLYMPIA AREA. NISQUALLY HAS CONSULTED WITH SEVERAL OTHER TRIBES WITHIN WESTERN WASHINGTON WHO ARE CURRENTLY OPERATING LARGER OFF RESERVATION SUD/MAT CLINICS. THE TRIBE HAS BEEN IMPRESSED WITH THE LEVEL AND QUALITY OF SERVICES PROVIDED AT THESE CLINICS AND BELIEVES A SIMILAR MODEL CAN BE ADAPTED TO THIS AREA. THE TRIBE VISITED THE “WE CARE DAILY CLINIC” IN AUBURN RUN BY THE MUCKLESHOOT TRIBE. THE CLINIC HAS BEEN IN OPERATION FOR TWO YEARS, AND PROVIDES SABOXIN, METHADONE, AND OTHER MEDICALLY ASSISTED TREATMENT SERVICES (MAT) TO BOTH THE TRIBAL AND GENERAL POPULATIONS IN THE AREA. OTHER CLINICS ARE LOCATED AT JAMESTOWN, SWINOMISH, ANDS QUINAULT. THE TRIBE HAS SECURED AN OFF-RESERVATION SITE ON PACIFIC AVENUE IN OLYMPIA THAT WILL BE USED FOR AN OFF-RESERVATI ON AN SUD/MAT CLINIC IN THIS AREA. THE TRIBE HAS RETAINED A PROJECT ARCHITECT AND PROJECT CONSULTANT TO WORK WITH A TRIBAL TEAM TO COMPLETE PROGRAMMING, DESIGN, LOCAL GOVERNMENT CONSULTATION, FACILITY CONSTRUCTION, AND START UP. MOVING FORWARD ON THE PROJECT WILL INVOLVE DEVELOPMENT OF A SOLID BUSINESS AND OPERATING PLAN, A FINANCING PLAN, AN OUTREACH PLAN, AND SUBSTANTIAL INTERACTION ON PERMITTING AND OPERATIONS WITH LOCAL JURISDICTIONS. THIS DUE DILIGENCE IS CURRENTLY BEING CARRIED OUT, INCLUDING DEVELOPMENT OF A BUSINESS PLAN THAT ADDRESSES COMPETITION, STARTUP COSTS, LICENSING/REGULATORY ISSUES, REVENUE PROJECTIONS, OPERATING COSTS, AND MANAGEMENT APPROACH. THE TRIBE HAS RETAINED MOSS ADAMS TO ASSIST WITH THIS FEASIBILITY WORK, (AND WE HAVE THE EXAMPLE OF OTHER TRIBES WHO HAVE ALREADY DEVELOPED SUCCESSFUL SUD/MAT CLINICS.) THE PROPOSED LARGER MAT CLINIC COULD BE A SIGNIFICANT NEW PROJECT THAT PROVIDES A NEEDED SERVICE TO THE LARGER COMMUNITY, AND GENERATES NEEDED REVENUE FOR THE TRIBE THAT CAN BE PUT BACK INTO ENHANCED PROGRAM SERVICES. AN MAT CLINIC IS NOT A PROJECT TO BE UNDERTAKEN LIGHTLY. THE FACILITY COST CAN EASILY EXCEED 30 MILLION DOLLARS, AND STAFFING NEEDS, OPERATING COSTS, AND COMPLIANCE REQUIREMENTS ARE SUBSTANTIAL. A KEY FACTOR THAT MAKES AN MAT CLINIC FEASIBLE FOR TRIBES ARE CURRENT MEDICAID REIMBURSEMENT RATES FOR TRIBAL CLINICS, WHICH PROVIDE FOR A SIGNIFICANTLY HIGHER REIMBURSEMENT RATE THAN IS AVAILABLE TO NON-TRIBAL CLINICS. A CRITICAL COMPONENT OF THE TRIBE’S EMERGING SUD/MAT TREATMENT MODEL IS TO ENSURE THAT CLIENTS ARE NOT REINSERTED BACK INTO THE SAME SITUATION WHICH MAY HAVE CONTRIBUTED TO THEIR INITIAL PROBLEM. THE NIT TEAM WILL ALSO COMPLETE A GHG INVENTORY FOR THE REMAINING ECONOMIC SECTORS TO ANALYZE OPTIONS FOR REDUCING EMISSIONS IN THESE SECTORS TO REDUCE OVERALL CLIMATE POLLUTION. ACTIVITIES:IN GENERAL, ACTIVITIES INCLUDE THE DEVELOPMENT, UPDATING, AND EVALUATION OF PLANS TO REDUCE CLIMATE POLLUTION (I.E., TO REDUCE GHG EMISSIONS AND/OR ENHANCE CARBON SINKS). THE NIT TEAM WILL COMPLETE INTRODUCTORY TRAINING ON GHG EMISSIONS INVENTORIES IN ORDER TO ASSIST THE TEAM IN IDENTIFYING GHG EMISSIONS SOURCES ON THE RESERVATION IN THE BUILDING AND OTHER ECONOMIC SECTORS. THE NIT PLANNING OFFICE WILL ENGAGE THE COMMUNITY IN THE PLAN DEVELOPMENT THROUGH COMMUNITY DINNERS, SOCIAL MEDIA, DIRECT MAILOUTS, AND MEETINGS WITH THE NISQUALLY YOUTH COUNCIL. LATER IN THE DEVELOPMENT PROCESS, THE NIT TEAM WILL ESTABLISH THE WORKFORCE DEVELOPMENT TEAM WHICH WILL CONDUCT A WORKFORCE ASSESSMENT OF THE NISQUALLY COMMUNITY TO DEVELOP OPTIONS, COSTS, AND POTENTIAL FUNDING SOURCES FOR NEW WORKFORCE PROGRAMS AND PARTNERSHIPSSUBRECIPIENT:WA NONPROFIT CORPORATION OLYMPIA COMMUNITY SOLAR IS THE SUBAWARD-WILL HELP WITH THE FOLLOWING: PRELIMINARY GHG INVENTORY, QUANTIFIED GHG REDUCTION MEASURES, BENEFITS ANALYSIS. OUTCOMES:TWO KEY DELIVERABLES WILL BE PRODUCED AND SUBMITTED OVER THE COURSE OF THE FOUR-YEAR PROGRAM PERIOD, INCLUDING: A PRIORITY CLIMATE ACTION PLAN (PCAP), DUE MARCH 1, 2024, AND A COMPREHENSIVE CLIMATE ACTION PLAN (CCAP), DUE AT THE END OF THE GRANT PERIOD. THE PCAP WILL INCLUDE A GHG INVENTORY, QUANTITATIVE GHG REDUCTION MEASURES, A BENEFITS ANALYSIS, AND A REVIEW OF AUTHORITY TO IMPLEMENT ACTIVITIES. THE CCAP WILL INCLUDE AN OVERVIEW OF SIGNIFICANT GHG SOURCES/SINKS AND SECTORS WITHIN THE NIT RESERVATION, NEAR-TERM AND LONG-TERM GHG EMISSION REDUCTION GOALS, AND STRATEGIES AND MEASURES TO ADDRESS THE HIGHEST PRIORITY SECTORS. ADDITIONAL OUTPUTS INCLUDE A WORKFORCE DEVELOPMENT PLAN FOR TARGETED SECTORS, A WORKPLAN FOR COLLECTING DATA, IDENTIFICATION OF WORKFORCE OPPORTUNITIES IN EMERGING CLIMATE SECTOR FIELDS, AND POTENTIAL TRIBAL CODE AMENDMENTS. EXPECTED OUTCOMES INCLUDE A PCAP AND CCAP THAT IDENTIFIES: TONS OF POLLUTION (GHGS AND CO-POLLUTANTS) REDUCED OVER THE LIFETIME OF THE MEASURES AND TONS OF POLLUTION (GHGS AND CO-POLLUTANTS) REDUCED ANNUALLY. OTHER EXPECTED OUTCOMES INCLUDE: INCREASED STAFF TRAINING; IMPROVED REGIONAL COORDINATION; AND HEIGHTENED PUBLIC AWARENESS. THE INTENDED BENEFICIARIES INCLUDE ALL RESIDENTS OF AND VISITORS TO THE NIT RESERVATION.
