SUMMARY: THE COWLITZ INDIAN TRIBE PROPOSES A THREE-YEAR INITIATIVE TO DEVELOP A COMPREHENSIVE MASTERPLAN FOCUSED ON STRENGTHENING SOVEREIGNTY, SUSTAINABILITY, AND SELF-GOVERNANCE. THE PROJECT AIMS TO STREAMLINE THE TRIBE'S GOVERNANCE STRUCTURE THROUGH CONSOLIDATING AT LEAST 10 BOARDS AND COMMITTEES, CONDUCTING A COMMUNITY NEEDS ASSESSMENT TARGETING 2,000 RESPONSES (40% OF TRIBAL ENROLLMENT), AND CREATING A COMPREHENSIVE MASTERPLAN REFLECTING COMMUNITY PRIORITIES. THE INITIATIVE WILL UNFOLD IN THREE PHASES: YEAR 1 FOCUSES ON ESTABLISHING FOUNDATIONS THROUGH PERSONNEL HIRING, ASSESSMENTS, AND COMMUNITY ENGAGEMENT; YEAR 2 CENTERS ON ALIGNING ECONOMIC DEVELOPMENT WITH THE NEW GOVERNANCE STRUCTURE; AND YEAR 3 EMPHASIZES IMPLEMENTATION AND TRAINING TO ENSURE EFFECTIVE EXECUTION OF THE MASTERPLAN.
