DESCRIPTION:THIS AGREEMENT PROVIDES FUNDING UNDER THE INFRASTRUCTURE INVESTMENT AND JOBS ACT (IIJA) (PL 117-58) TO PRAIRIE ISLAND INDIAN COMMUNITY. SPECIFICALLY, THE PURPOSE OF THIS AGREEMENT IS TO SUPPORT AND ADVANCE THE GULF HYPOXIA ACTION PLAN THROUGH IMPLEMENTATION OF PRAIRIE ISLAND INDIAN COMMUNITY'S NUTRIENT REDUCTION STRATEGY. THE MAIN OBJECTIVE IS TO IMPLEMENT GREEN INFRASTRUCTURE PRACTICES TO REDUCE THE IMPACTS OF URBAN RUNOFF FROM THE TREASURE ISLAND RESORT AND CASINO PARKING LOT. THE CASINO PARKING LOT CURRENTLY DIRECTS STORMWATER TO A RETENTION POND (CASINO POND) AND THE VERMILLION RIVER; BOTH WATERBODIES HAVING NUTRIENT IMPAIRMENTS AND OUTFLOW INTO THE MISSISSIPPI RIVER.ACTIVITIES:THE ACTIVITIES INCLUDE HIRING A CONTRACTOR TO DESIGN AND IMPLEMENT GREEN INFRASTRUCTURE PRACTICES AT TREASURE ISLAND RESORT AND CASINO. THIS COULD INCLUDE A VARIETY OF PRACTICES INCLUDING, BUT NOT LIMITED TO, CREATING RAIN GARDENS, CREATING BIOSWALES, DIRECTING RUNOFF, INCREASING INFILTRATION OF RUNOFF, AND PLANTING TREES. SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:THE ANTICIPATED DELIVERABLES INCLUDE THE FOLLOWING: SUSTAINABLE LANDSCAPE IMPROVEMENTS TO TREASURE ISLAND RESORT AND CASINO, EDUCATIONAL SIGNS TO INFORM THE COMMUNITY AND VISITORS ON THE ENVIRONMENTAL BENEFITS OF THE FEATURES SEEN AROUND THE CASINO, AND AN UPDATED NPS ASSESSMENT REPORT AND MANAGEMENT PLAN. THE EXPECTED ENVIRONMENTAL OUTCOME IS A LOAD REDUCTION IN COMMON URBAN POLLUTANTS (NITROGEN, PHOSPHORUS, SALTS, METALS, OIL, AND GAS) TO NEARBY SURFACE WATERS THAT ULTIMATELY DRAIN INTO THE MISSISSIPPI RIVER. THE INTENDED BENEFICIARIES INCLUDE RESIDENTS OF THE PRAIRIE ISLAND RESERVATION AND RESIDENTS OF THE MISSISSIPPI/ATCHAFALAYA RIVER BASIN (MARB).
